I'm wondering what are the conditions to get a specific weather going on. Something like breaking 10 Green Boxes, walk around for 5 minutes or kill enemies for 2 minutes. I'm gonna write down what weather there are in the following areas. Of course, this is for Amelin's Weather Survey Client Orders. His orders are weekly, so they won't be available again until next week on the same time and day you completed it.
Forest Thunderstorm - ? Thick Fog - ? Heavy Rain can also occur here
Caves Firefly - ? Heat Wave - ?
Desert Magnetic Storm - ? Comet - ?
Tundra Diamond Dust - ? Aurora - ?
Mines Electrical Discharge - ? Crystal Dust - ?
Floating Continent Butterfly Dance - ? Thunderstorm and Heavy Rain can also occur here
Ruins Dark Mist - ? Rainbow Light - ?
Sanctum Thunderhead - ? Dragon Aura - ?
Coast Heavy Rain - ? Thunderstorm can also occur here
Whether reoccurring weather surveys require the same conditions for different areas or not, it doesn't hurt to confirm their trigger conditions. Also, a fair warning: Standing and Doing Nothing will NOT trigger ANY weather surveys at all!
If anyone has the spare time to discover the conditions for triggering specific weather surveys, please post here and I'll edit in your notes. If you're a mod, remove the ? and edit in your discovery. Thanks.

Is there a current notion that doing specific tasks changes the weather?
Could it also be the simple moving from one spawn point to another?

Also any possible relation to the Elemental PSE Boosts at all?

When a weather survey is in effect specific PSE's level faster than usual. This doesn't just apply to rainbows in City, so anywhere you go that has a random weather effect will make PSE occur more often.

I know I'm new around here and either you all already know this or no one will believe me but I'll let you in on what I've determined so far. PSE and weather is directly related. The amount of PSE required to level up diminishes over time and hence this is also what causes "buffs" such as weather to occur. I've tested this and found the same results every time. The method I used to test this was using Amlenin's client orders as markers for when they occur, as well as allowing PSE to level up and of course level back down to be built up again. Weather has two factors: 1) For hitting that peak (thunderstorm in forest) this occurs randomly on higher PSE when leveling up. Rain is what tells you a thunderstorm can occur on next PSE level up (this has been true all times I've tested it). 2) For losing PSE. These are almost guarenteed to occur after PSE levels down. An example of this is Heavy Fog in forest. Every area has two weather effects, one that nerfs PSE gain, and one that buffs it. Aurora in tundra is a buff, deep snow occurs when this levels down. A good way to test this is to start up a forest AQ, clear spawns multiple times until rain, clear a few more mobs and reach that thunderstorm buff, and finally stand still. If you take Amelins client orders you can see this is true. To sum it up PSE and weather effects are directly related, for leveling up and losing levels. PSE is effected by enemies being killed. Kill or don't kill there's your weather !

I am currently editing some of these as I am incorrect on a few guesses. Going to fill in the information as I complete client orders A * means that this area is correct.
Forest*
Thunder Storm - PSE level ups Heavy Rain - PSE level ups Thick Fog - PSE level downs after weather effect
Caves*
Fireflies - PSE level ups Heat Wave - PSE level ups
Desert
Magnetic Storm - PSE level up after indicator (indicator is dust clouds appearing) Comet - PSE level down after weather effect
Tundra
Diamond Dust - PSE level down after weather effect Aurora - PSE level up after indicator (indicator is heavy snowfall)
Mines
Electrical Discharge - PSE level up after indicator (indicator is randoms arcs of electricity off of walls and stationary machinery) Crystal Dust - PSE level down after weather effect
Floating Continent
Butterfly Dance - PSE level down after weather effect Thunderstorm - PSE level up after indicator (indicator again is rain)
Ruins
Dark Mist - PSE level up after indicator (hazy screen reddish black... burgundy?) Rainbow Light - PSE level down after weather effect
Sanctum (I've not yet done the orders for this one but this is my best educated guess if anyone can confirm this as well as the indicator)
Thunderhead - PSE level up after indicator (no clue on the indicator) Dragon Aura - PSE level down after weather effect
Coast
Thunderstorm - PSE level up after indicator (indicator is heavy rain) Falling Stream - PSE level down after weather effect
Quarry
Magnetic Storm - PSE level ups Red Dust - PSE level up after indicator (indicator is similar to magnetic storm only vision is not so poor)
Seabed (when I did this one I was rushed so they may in fact be backwards but I believe our PSE leveled down after deep snow when we got Dim Lights).
Dim Lights - PSE level ups Deep Snow - PSE level up after indicator
I hope this helps people out. I'm only posting this because I read this a while ago when I was trying to do the client orders for Amelin. If anyone disagrees with my findings that's fine, but I don't want to argue. I just posted what I found to help you finish your list because I personally think this kind of information is both neat and useful!
